Marcus Welby, MD ran from 1969 to 1976 (boy am I good with Wikipedia!). I don't know if there was a medical drama before it, but it's the prototype.

Medical advertisers still uses the "Marcus Welby" stereotype to instill immediate confidence in consumers.

I search on Google and from Wikipedia i came to know, City Hospital, which first aired in 1951, is generally considered to be the first medical drama.
